Tenant Organizer & Housing Justice Advocate
Position Overview:
The Tenant Organizer & Housing Justice Advocate plays a crucial role in PHAR’s mission to improve the lives of public housing residents in Charlottesville. This position will lead tenant organizing efforts, develop campaigns, and advocate for policy changes that address the root causes of housing insecurity. The ideal candidate will have a deep understanding of housing issues, experience with tenant organizing and advocacy, and a passion for social justice.
Key Responsibilities:
- Develop and implement tenant organizing campaigns led by public housing residents, focused on addressing urgent maintenance issues, fighting unfair evictions, and advocating for safer living conditions.
- Actively participate in redevelopment meetings and conversations, advocating for resident priorities and ensuring equitable outcomes.
- Engage in direct outreach to public housing residents through flyering, door-knocking, and surveying to ensure they have the knowledge and opportunities to participate in PHAR’s campaigns and programs
- Lead advocacy efforts to expand access to affordable housing in Charlottesville, collaborating with residents and community partners to advance policies and initiatives that promote housing justice and the preservation of public housing.
- Collaborate with residents and community partners to challenge discriminatory housing practices and ensure equitable redevelopment processes.
- Plan and implement community programs that address a range of resident needs, including know-your-rights workshops, community-building events, and leadership development trainings.
- Provide support and mentorship to PHAR’s Internship Program, fostering the next generation of housing advocates.
Qualifications:
- Proven experience in community organizing, with a focus on tenant advocacy and housing justice is a plus.
- Strong understanding of housing policies, regulations, etc.
- Excellent communication, interpersonal, and leadership development skills.
- Experience working with diverse communities and individuals facing housing insecurity.
- Knowledge of Charlottesville’s low-income housing landscape is a plus.
- Passion, integrity, and a commitment to PHAR’s mission.

Residents for Respectful Research (R3) Resident Reviewer
Residents for Respectful Research Overview
Residents for Respectful Research (R3) was established by PHAR in 2018. R3 is a community-led participant in the UVA Institutional Review Board (IRB) research screening process, as well as a stand-alone voice for community interests regarding research. The R3 works with the Social and Behavioral Sciences (SBS) IRB. The IRB screens research proposals intended for publication and issues determinations on whether or not research can proceed. The IRBs refer proposals to R3 that may target public and subsidized housing communities. The primary function of R3 is to ensure that research does not exploit low-wealth Charlottesville residents and instead encourages research that benefits the community.
Residents for Respectful Research Reviewer Position Overview
An R3 Reviewer:
- Is a resident of a public or subsidized housing community.
- Reads, reviews, and makes decisions about research proposals that are referred to R3 by the IRBs.
- Will complete training to prepare to review research proposals.
- Will receive guidance and support from the R3 Coordinator and R3 Steering Committee.
R3 Reviewer Qualifications
- Demonstrated direct knowledge and experience with life in public or subsidized housing.
- Demonstrated commitment to PHAR vision, mission and goals.
- Successful service in a leadership role or a demonstrated capacity for leadership.
- Ability to read and analyze documents, with assistance from the R3 Steering Committee or R3 Coordinator.
- Ability to provide constructive, critical feedback in verbal and/or written form.
This position requires reading and evaluating research proposals submitted to UVA’s Institutional Review Board for Social and Behavioral Sciences. You will receive training from PHAR and support from our team during the review process. We will equip you to evaluate and critique research proposals that affect residents and you will receive support from our team during the review process. No prior experience is needed.
Salary: R3 Reviewers are part-time, non-exempt, temporary employees of PHAR, supervised by the R3 Coordinator. R3 Reviewers are paid $15 an hour, for up to 10 hours a week.
